Education

First-level university degree in economics, public policy, social policy, development studies, gender studies, social sciences, labour studies, public administration, law, or another relevant field. An advanced university degree is an advantage.

Experience

At least three years of progressively responsible professional experience at the national level in project or programme management, including work planning, implementation, monitoring, reporting, and stakeholder coordination. Experience in the care economy, gender equality, social protection, or labour market policy is required. Experience with UN joint programmes, government institutions, and social partners is highly desirable.

Languages

Excellent command of Bangla and English, both written and spoken.

Competencies

• Strong project management skills, including the ability to translate strategic objectives into workplans, budgets, and deliverables.
• In-depth knowledge of results-based management, monitoring frameworks, indicators, and analytical reporting.
• Ability to analyze complex policy, institutional, and social issues and synthesize evidence into clear policy options.
• Strong understanding of national care-system development, gender equality, social protection, and decent work.
• Proven ability to build effective partnerships and coordinate government, UN agencies, social partners, and civil society.
• Demonstrated skill in facilitating tripartite dialogue, multi-stakeholder consultations, and technical negotiation.
• Strong written and verbal communication skills, with a track record of producing concise technical reports and policy briefs.
•  Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behavior and attitudes.
•  Demonstrate values for integrity and transparency, collaboration, client orientation, accountability, adaptability, and sensitivity to diversity.

Education

University degree in, international development, law, occupational health and safety, industrial engineering, industrial relations, gender studies, human resource management, adult education or other relevant fields, or equivalent in experience.

Experience

At least At least two years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labour standards compliance and remediation), occupational health and safety, behavioral change, industrial engineering, industrial relations or other relevant fields.. Proven experience in industrial relations and building of social dialogue between management and worker representatives at the workplace an advantage.

Technical requirements: Demonstrated experience in enterprise-level assessment of labour standards, working conditions and management systems.

Languages

Excellent command of written and spoken both in English and Bengali.

Technical competencies

• Demonstrated experience in enterprise-level assessment of labour standards, working conditions and management systems
• Strong English report-writing skills, including assessment reports, improvement plans and progress reports.
• Proven ability to provide enterprise-level advisory services, coaching and technical guidance to improve factory performance.
• Proven experience and knowledge of Bangladeshi labour-related laws and regulations.
• Proven experience of implementing of industry relations and social dialogue to contribute towards core (advisory, assessemnet and training) services and stakeholder engagement.
• Proven skills in group facilitation, interpersonal communication, behaviour change, and conflict resolution, with demonstrated capacity to deliver classroom-based training.
• Understanding of enterprise-level human resource, production, and quality systems.
• Demonstrated knowledge of manufacturing management, garment product development process and efficiency.
• Good understanding of corporate social responsibility and labour compliance issues in global supply chains.
• Good understanding of industrial safety and remediation issues in Bangladesh’s garment industry and general occupational health and safety issues an advantage.
• Ability to monitor the effectiveness of capacity-building initiatives undertaken by partner organizations/ consultants.
• Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part of the responsibilities of the post.
• Proven ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behavior and attitudes.
• Self-motivated and able to work independently in outcomes-based work culture as well as contributing to the work of a team.
• Ability to provide on-time support to the enterprise and should have the ability to contribute to the roadmap preparation.
• Good communication skills, both oral and written.Good analytical skills.
• Experience in industrial relations and building of social dialogue between management and worker representatives at the workplace an advantage.
